The objective realities to which American politics must address itself have been changing drastically in the last fifteen years or so: in population structure;in social and political structure; in respect to the power centers in American society; and in the international environment. As a result, fundamental assumptions accepted as near axioms in both our domestic and our foreign policies are becoming increasingly untenable.
