For better or for worse? Empirical evidence of moral licensing in a behavioral energy conservation campaign

Abstract:
Isolated environmental campaigns focusing on defined target behaviors are rolled out to millions of households every year. Yet it is still unclear whether these programs trigger cross-domain adoption of additional environment-friendly behaviors (positive spillover) or reduced engagement elsewhere. A thorough evaluation of the real net performance of these programs is lacking. This paper investigates whether positive or perverse side effects dominate by exemplifying the impact of a water conservation campaign on electricity consumption. The study draws on daily water (10,780 data points) and weekly electricity (1386 data points) consumption data of 154 apartments in a controlled field experiment at a multifamily residence. The results show that residents who received weekly feedback on their water consumption lowered their water use (6.0% on average), but at the same time increased their electricity consumption by 5.6% compared with control subjects. Income effects can be excluded. While follow-up research is needed on the precise mechanism of the psychological process at work, the findings are consistent with the concept of moral licensing, which can more than offset the benefits of focused energy efficiency campaigns, at least in the short-term. We advocate the adoption of a more comprehensive view in environmental program design/evaluation in order to quantify and mitigate these unintended effects.

Air Pollution and Procyclical Mortality

Abstract:
Prior research demonstrates that mortality rates increase during economic booms and decrease during economic busts, but little analysis has been conducted investigating the role of environmental risks as potential mechanisms for this relationship. We investigate the contribution of air pollution to the procyclicality of deaths by combining state-level data on overall, cause-specific, and age-specific mortality rates with state-level measures of ambient concentrations of three types of pollutants and the unemployment rate. After controlling for demographic variables and state and year fixed-effects, we find a significant positive correlation between carbon monoxide (CO) concentrations and mortality rates. Controlling for CO, particulate matter (PM10), and ozone (O3) attenuates the relationship between overall mortality and the unemployment rate by 30 percent. The attenuation is particularly large, although imprecisely measured, for fatalities from respiratory diseases and is frequently substantial for age groups unlikely to be involved in the labor market. Our results are consistent with those of other studies in the economics and public health literatures measuring the mortality effects of air pollution.

Comparing the effectiveness of monetary versus moral motives in environmental campaigning

Abstract:
Environmental campaigns often promote energy conservation by appealing to economic (for example, lower electricity bills) rather than biospheric concerns (for example, reduced carbon emissions), assuming that people are primarily motivated by economic self-interest. However, people also care about maintaining a favourable view of themselves (they want to maintain a ‘positive self-concept'), and may prefer to see themselves as ‘green' rather than ‘greedy'. Consequently, people may find economic appeals less attractive than biospheric appeals. Across two studies, participants indicated feeling better about biospheric (‘Want to protect the environment? Check your car's tire pressure') than economic (‘Want to save money? Check your car's tire pressure') tyre-check appeals. In a field experiment, we found that an economic tyre-check appeal (‘Do you care about your finances? Get a free tire check') elicited significantly less compliance than parallel biospheric and neutral appeals. Together, these studies discredit the conventional wisdom that appealing to economic self-interest is the best way to secure behaviour change. At least in some cases, our studies suggest, this strategy is not effective.

Road User Fees Instead of Fuel Taxes: The Quest for Political Acceptability

Abstract:
In light of recent regulatory changes in federal fuel economy standards for cars and trucks, the consensus forecast is that motor fuel taxes will not be an adequate source of dedicated funding for roadway maintenance and construction. This article accepts the notion that mileage fees are a promising replacement for the fuel tax and considers steps that might be taken to enhance the political acceptability of such a reform. The authors argue that simple, low-tech ways of implementing mileage fees are possible in the near term and should be complemented by a well-developed audit mechanism. Current trends in the automotive and auto insurance industries as well as social media are likely to reduce opposition to more technologically advanced mileage taxes in the long run.

Carpooling and Driver Responses to Fuel Price Changes: Evidence from Traffic Flows in Los Angeles

Abstract:
We examine carpooling and driver responses to fuel price changes. Using a simple theoretical model, we show that traffic flows in mainline lanes unambiguously decrease when fuel prices increase, and this effect is stronger when the presence of a carpool lane provides a substitute to driving alone. In contrast, in carpool (HOV) lanes flow can either increase or decrease. These predictions are tested using eight years of traffic flow data for 1,700 locations in Los Angeles. In our preferred specification, the mean elasticity of flow with respect to fuel price is 0.136 for HOV lanes. For a 10% increase in fuel price this implies 10 additional carpools per hour, $8.8 million per year in additional congestion costs for carpoolers and $11.3 million lower costs for mainline drivers. For mainline lanes, flow elasticities are -0.083 and -0.050 for highways with and without an HOV lane. These estimates imply that the mean highway with an HOV lane experiences a 30 percent larger decrease in hourly flow compared to the mean highway without an HOV lane. Flows in HOV lanes show an immediate decrease following a price increase but respond positively to price increases over time, which suggests time is an important input to carpool formation.

Energy Production and Health Externalities: Evidence from Oil Refinery Strikes in France

Abstract:
This paper examines the effect of energy production on newborn health using a recent strike that affected oil refineries in France as a natural experiment. First, we show that the temporary reduction in refining lead to a significant reduction in sulfur dioxide (SO2) concentrations. Second, this shock significantly increased birth weight and gestational age of newborns, particularly for those exposed to the strike during the third trimester of pregnancy. Back-of-the-envelope calculations suggest that a 1 unit decline in SO2 leads to a 196 million euro increase in lifetime earnings per birth cohort. This externality from oil refineries should be an important part of policy discussions surrounding the production of energy.

Discontinuous Behavioral Responses to Recycling Laws and Plastic Water Bottle Deposits

Abstract:
Using a nationally representative sample of 3,158 bottled water users, this article finds that both water bottle deposits and recycling laws foster recycling through a discontinuous effect that converts reluctant recyclers into diligent recyclers. The impact of the warm glow from being an environmentalist and an environmental group member is about equal to that of a 5-cent bottle deposit. Respondents from states with stringent recycling laws and bottle deposits have greater recycling rates. The efficacy of these policy interventions is greater for those who do not already recycle, have lower income, and do not consider themselves to be environmentalists.

Using Nonpecuniary Strategies to Influence Behavior: Evidence from a Large-Scale Field Experiment

Abstract:
Policymakers are increasingly using norm-based messages to influence individual decision making. We partner with a metropolitan water utility to implement a natural field experiment to examine the effect of such messages on residential water demand. The data, drawn from more than 100,000 households, indicate that social comparison messages had a greater influence on behavior than simple prosocial messages or technical information alone. Moreover, our data suggest that social comparison messages are most effective among households identified as the least price sensitive: high users. Yet the effectiveness of such messages wanes over time. Our results thus highlight important complementarities between pecuniary and nonpecuniary strategies.

Pervasive Externalities at the Population, Consumption, and Environment Nexus

Abstract:
Growing concerns that contemporary patterns of economic development are unsustainable have given rise to an extensive empirical literature on population growth, consumption increases, and our growing use of nature's products and services. However, far less has been done to reach a theoretical understanding of the socio-ecological processes at work at the population-consumption-environment nexus. In this Research Article, we highlight the ubiquity of externalities (which are the unaccounted for consequences for others, including future people) of decisions made by each of us on reproduction, consumption, and the use of our natural environment. Externalities, of which the "tragedy of the commons" remains the most widely discussed illustration, are a cause of inefficiency in the allocation of resources across space, time, and contingencies; in many situations, externalities accentuate inequity as well. Here, we identify and classify externalities in consumption and reproductive decisions and use of the natural environment so as to construct a unified theoretical framework for the study of data drawn from the nexus. We show that externalities at the nexus are not self-correcting in the marketplace. We also show that fundamental nonlinearities, built into several categories of externalities, amplify the socio-ecological processes operating at the nexus. Eliminating the externalities would, therefore, require urgent collective action at both local and global levels.

Something in the Water: Contaminated Drinking Water and Infant Health

Abstract:
This paper provides estimates of the effects of in utero exposure to contaminated drinking water on fetal health. We examine the universe of birth records and drinking water testing results for the state of New Jersey from 1997 to 2007. Our data enable us to compare outcomes across siblings who were potentially exposed to differing levels of harmful contaminants from drinking water while in utero. We find small effects of drinking water contamination on all children, but large and statistically significant effects on birth weight and gestation of infants born to less educated mothers. We also show that those mothers who were most affected by contaminants were the least likely to move between births in response to contamination.

The Association of Ambient Air Pollution and Traffic Exposures With Selected Congenital Anomalies in the San Joaquin Valley of California

Abstract:
Congenital anomalies are a leading cause of infant mortality and are important contributors to subsequent morbidity. Studies suggest associations between environmental contaminants and some anomalies, although evidence is limited. We aimed to investigate whether ambient air pollutant and traffic exposures in early gestation contribute to the risk of selected congenital anomalies in the San Joaquin Valley of California, 1997-2006. Seven exposures and 5 outcomes were included for a total of 35 investigated associations. We observed increased odds of neural tube defects when comparing the highest with the lowest quartile of exposure for several pollutants after adjusting for maternal race/ethnicity, education, and multivitamin use. The adjusted odds ratio for neural tube defects among those with the highest carbon monoxide exposure was 1.9 (95% confidence interval: 1.1, 3.2) compared with those with the lowest exposure, and there was a monotonic exposure-response across quartiles. The highest quartile of nitrogen oxide exposure was associated with neural tube defects (adjusted odds ratio = 1.8, 95% confidence interval: 1.1, 2.8). The adjusted odds ratio for the highest quartile of nitrogen dioxide exposure was 1.7 (95% confidence interval: 1.1, 2.7). Ozone was associated with decreased odds of neural tube defects and increased odds of gastroschisis among mothers aged ≥20 years. Our results extend the limited body of evidence regarding air pollution exposure and adverse birth outcomes.

Mercury Exposure in Young Adulthood and Incidence of Diabetes Later in Life: The CARDIA trace element study

Objective: Laboratory studies suggest that exposure to methylmercury at a level similar to those found in fish may induce pancreatic islet β-cell dysfunction. Few, if any, human studies have examined the association between mercury exposure and diabetes incidence. We examined whether toenail mercury levels are associated with incidence of diabetes in a large prospective cohort.

Research design and methods: A prospective cohort of 3,875 American young adults, aged 20-32 years, free of diabetes in 1987 (baseline), were enrolled and followed six times until 2005. Baseline toenail mercury levels were measured with instrumental neutron-activation analysis. Incident diabetes was identified by plasma glucose levels, oral glucose tolerance tests, hemoglobin A1C levels, and/or antidiabetic medications.

Results: A total of 288 incident cases of diabetes occurred over 18 years of follow-up. In multivariate analyses adjusted for age, sex, ethnicity, study center, education, smoking status, alcohol consumption, physical activity, family history of diabetes, intakes of long-chain n-3 fatty acids and magnesium, and toenail selenium, toenail mercury levels were positively associated with the incidence of diabetes. The hazard ratio (95% CI) of incident diabetes compared the highest to the lowest quintiles of mercury exposure was 1.65 (1.07-2.56; P for trend = 0.02). Higher mercury exposure at baseline was also significantly associated with decreased homeostatic model assessment β-cell function index (P for trend < 0.01).

Conclusions: Our results are consistent with findings from laboratory studies and provide longitudinal human data, suggesting that people with high mercury exposure in young adulthood may have elevated risk of diabetes later in life.

Economic growth and environmental efficiency: Evidence from U.S. regions

This paper proposes a conditional directional distance function estimator in order to examine the link between regional environmental efficiency and GDP per capita levels. As an illustrative example we apply our model to U.S. regional data revealing an inverted ‘U' shape relationship between regional environmental efficiency and per capita income. The results derived from a non-parametric regression indicate a turning point at 49,000 dollars.

Does time heal all wounds? Community attachment, natural resource employment, and health impacts in the wake of the BP Deepwater Horizon disaster

Abstract:
On April 20, 2010, the BP-leased Deepwater Horizon (BP-DH) oil rig exploded, resulting in the largest marine oil spill in history. In this paper we utilize one-of-a-kind household survey data - the Louisiana Community Oil Spill Survey - to examine the impacts of the BP-DH disaster on the mental and physical health of spill affected residents in coastal Louisiana, with a special focus on the influence of community attachment and natural resource employment. We find that levels of both negative mental and physical health were significantly more pronounced at baseline compared to later time points. We show that greater community attachment is linked to lower levels of negative health impacts in the wake of the oil spill and that the disaster had a uniquely negative impact on households involved in the fishing industry. Further, we find evidence that the relationship between community attachment and mental health is more pronounced at later points in time, and that the negative health impacts on fishers have worsened over time. Implications for research and policy are discussed.

The Ecological Footprint of Poverty Alleviation: Evidence from Mexico's Oportunidades Program

Abstract:
We study the consequences of poverty alleviation programs for environmental degradation. We exploit the community-level eligibility discontinuity for a conditional cash transfer program in Mexico to identify the impacts of income increases on deforestation, and use the program's initial randomized rollout to explore household responses. We find that additional income raises consumption of land-intensive goods and increases deforestation. The observed production response and deforestation increase are larger in communities with poor road infrastructure. This suggests that better access to markets disperses environmental harm and that the full effects of poverty alleviation can be observed only where poor infrastructure localizes them.

Differing opinions about natural gas drilling in two adjacent counties with different levels of drilling activity

Abstract:
The pace of development of shale gas plays varies greatly among US states and globally. Through analysis of telephone survey responses, we explore support for natural gas drilling in residents of Washington County (WC), PA (n=502) vs. residents of Allegheny County (AC), PA (n=799). WC has had intense Marcellus Shale (MS) drilling activity, in comparison to adjacent AC, which has had little drilling activity. WC residents are marginally more supportive of MS drilling than are AC residents (p=0.0768). Residents of WC are more likely to perceive MS as an economic opportunity than are AC residents (p=0.0015); to be in a family that has signed a MS lease (p<0.0001); to follow the MS issue closely (p=0.0003); to get MS information from neighbors, friends, and relatives (p<0.0001); and are marginally less likely to perceive MS as an environmental threat (p=0.1090). WC leaseholders are significantly more supportive of MS drilling than WC non-leaseholders and AC non-leaseholders (p=0.0024). Mediation analyses show that county-based differences in support of MS drilling are due to WC residents seeing more of an economic opportunity in the MS and their greater likelihood of having a family-held lease.

Heterogeneous Treatment Effects and Mechanisms in Information-Based Environmental Policies: Evidence from a Large-Scale Field Experiment

Abstract:
Policymakers often rely on non-pecuniary, information-based programs to achieve social objectives. Using data from a water conservation information campaign implemented as a randomized controlled trial, we estimate heterogeneous household responses. Understanding such heterogeneity is important for improving the cost-effectiveness of non-pecuniary programs, extending them to other populations and probing the mechanisms through which the treatment effects arise. We find little evidence of heterogeneous responses to purely technical information or to traditional conservation messages that combine technical information and moral suasion. In contrast, norm-based messages that combine technical information, moral suasion and social comparisons exhibit strong heterogeneity: households that are wealthier, owner-occupied and use more water are more responsive. These subgroups tend to be least responsive to pecuniary incentives. We find no evidence that any subgroup increases their water use in response to the messages. By targeting the messages to subgroups known to be most responsive, program costs could be reduced by over 50% with only a 20% reduction in the treatment effect. Combining theory and data, we also shed light on the mechanisms through which the treatment effects arise, which has implications for program design and future research on the program's welfare effects.

Shale gas development impacts on surface water quality in Pennsylvania

Abstract:
Concern has been raised in the scientific literature about the environmental implications of extracting natural gas from deep shale formations, and published studies suggest that shale gas development may affect local groundwater quality. The potential for surface water quality degradation has been discussed in prior work, although no empirical analysis of this issue has been published. The potential for large-scale surface water quality degradation has affected regulatory approaches to shale gas development in some US states, despite the dearth of evidence. This paper conducts a large-scale examination of the extent to which shale gas development activities affect surface water quality. Focusing on the Marcellus Shale in Pennsylvania, we estimate the effect of shale gas wells and the release of treated shale gas waste by permitted treatment facilities on observed downstream concentrations of chloride (Cl-) and total suspended solids (TSS), controlling for other factors. Results suggest that (i) the treatment of shale gas waste by treatment plants in a watershed raises downstream Cl- concentrations but not TSS concentrations, and (ii) the presence of shale gas wells in a watershed raises downstream TSS concentrations but not Cl- concentrations. These results can inform future voluntary measures taken by shale gas operators and policy approaches taken by regulators to protect surface water quality as the scale of this economically important activity increases.

Resilience and Recovery of Overexploited Marine Populations

Abstract:
Recovery of overexploited marine populations has been slow, and most remain below target biomass levels. A key question is whether this is due to insufficient reductions in harvest rates or the erosion of population resilience. Using a global meta-analysis of overfished stocks, we find that resilience of those stocks subjected to moderate levels of overfishing is enhanced, not compromised, offering the possibility of swift recovery. However, prolonged intense overexploitation, especially for collapsed stocks, not only delays rebuilding but also substantially increases the uncertainty in recovery times, despite predictable influences of fishing and life history. Timely and decisive reductions in harvest rates could mitigate this uncertainty. Instead, current harvest and low biomass levels render recovery improbable for the majority of the world's depleted stocks.
